The accomplishments of the CWA included 44, miles of new roads, 2, miles of levees, 1, miles of new water mains, 4, new or improved schools, and 1, new or improved airports [6].
People will ride over bridges they made, travel on their highways, attend schools they built, navigate waterways they improved, do their public business in courthouses and state capitols which workers from CWA rescued from disrepair. Constantly expanded and diversified to offer use for the special skills and training of different types of workers, the CWA program finally extended its scope to almost every kind of community activity.
A total of projects at canning centers saw the preservation of 89, jars of vegetables, 26, jars of meat, and 1, jars of fruit. Other women were employed at state and local government offices, and at schools, libraries , and hospitals. The CWA helped increase the pay of Arkansas workers. At the end of , an Investigations and Inspection Section under consulting engineer C. An initial group of eighteen investigators, many of them unemployed investigators from the federal Justice Department, began probing the complaints.
The extent of the problem soon became apparent, and eleven additional investigators were added to the team. They completed their work on February 15, , and 13, ineligible workers were removed from the CWA payroll, with as many as 3, others fired by local authorities or quitting on their own after learning of the investigation.
Of the 5, complaints received, all of which were examined, four were referred for possible federal charges. On February 15, , while 68, Arkansas men and women were employed on CWA projects, the demobilization of the Civil Works Administration was ordered, to be completed by April 1. While it was in operation in Arkansas, the CWA approved and authorized 4, projects, of which 1, were completed, 2, were underway, and had not yet started.

The United States government was also experiencing a domino effect from high unemployment. Consumer spending was down. The reduction in spending had caused a reduction in public money available for public services which resulted in among other things the closure of schools and unemployment among teachers.
The Civil Works Administration was created on November 9, It was intended to be a short term program designed to carry the nation over a critical winter while other programs such as the Federal Emergency Relief Administration were being planned and developed. Its original aim was to put 4 million needy unemployed to work for the winter of CWA projects were sponsored primarily by local state governments, and every attempt was made to fit the projects to the local people in need of work.
On the first payday, November 23, , a total of , workers received checks from the CWA. Two weeks later, the number had increased to 1,,, and by January 18, , there were 4,, workers on the CWA payroll.
On average, 80 percent of the funds allocated to the CWA were used for paying wages. Rates of pay were determined by geographic region, skilled and unskilled labor, and the prevailing wages of the area. This allowed quick disbursement of much-needed paychecks. Other projects included sanitation improvements, repair or construction of public buildings, national park improvements, real estate property surveys, library, art and theater projects, and archeological excavations.
